Nigerian licensing is being settled at state rather than federal level following litigation over competence.
Nigeria's gambling regulation has long been contested between the federal government, which licensed lotteries and betting under national legislation, and the states, several of which maintained their own gaming boards. Lagos State in particular built a substantial licensing operation of its own.
Litigation over which level of government holds competence was resolved in favour of the states, with the effect that gaming regulation is now treated as a state matter and the federal lottery body's role has narrowed considerably. Operators therefore deal with state authorities, most importantly Lagos, where a large share of Nigerian betting activity is concentrated.
The market itself is mobile-first and betting-led, with sports betting far larger than casino play, and agent networks still important for deposits in parts of the country.
