How the market works

Nigerian gambling regulation was contested for years between the federal government, which licensed lotteries and betting nationally, and the states, several of which ran their own gaming boards. Lagos State in particular built a substantial licensing operation.

Litigation over competence was resolved in favour of the states, narrowing the federal role considerably. Operators therefore deal with state authorities, and Lagos is the most important of them because a large share of Nigerian betting activity is concentrated there.

The market is mobile-first and betting-led, with sports betting far larger than casino play. Agent networks remain important for deposits outside the main cities, and the virtual sports and instant-win products that fill gaps between live fixtures have a larger share of revenue than in European markets.

Who regulates it

Nigerian federal and state gaming authorities (NLRC and state boards), based in Abuja and Lagos and operating under National Lottery Act and state gaming laws. Nigerian licensing is being settled at state rather than federal level following litigation over competence.

What a gaming licence actually covers

A licence is not a badge of quality and it is not valid everywhere. What it authorises, who it binds, and why one company often holds a dozen.
