The Colombian regulator, which issued Latin America's first national online gambling licences in 2016.
Colombia was the first country in Latin America to licence online gambling nationally, with the first concessions granted in 2016. The regime is built on the Colombian concept of monopoly rents: gambling is a state monopoly whose operation is conceded to private companies, which pay exploitation rights on their revenue rather than a conventional gaming tax.
The Colombian model is frequently cited as the regional template because it combined a workable licence with active enforcement. Coljuegos maintains a blocking list and works with the communications regulator to restrict access to unlicensed sites, and the licensed share of the market has been correspondingly high for the region.
Concessions cover online casino, betting and poker, require a locally established company, and are issued for five-year terms. Technical certification against the regulator's specification is required before launch.
