The Peruvian ministry whose gaming directorate licensed online gambling from 2024.
Peru regulated online gaming and sports betting under Law 31557, passed in 2022 and brought into effect with implementing rules that allowed the first authorisations to be issued in 2024. Supervision sits with the gaming directorate of the trade and tourism ministry, which already regulated the country's land-based casinos and slot halls.
The Peruvian regime requires either local incorporation or a registered branch, certification of the platform and games by an accredited laboratory, and the hosting of the gaming system in a location the regulator can access. Operators pay a tax on net revenue, alongside a separate consumption tax applied to the sector.
Peru matters in regional planning because it moved from an unlicensed market to a licensed one quickly and with a comparatively low cost of entry, which made it a common first step for operators building a Latin American footprint before the larger Brazilian regime opened.
