The betting secretariat within Brazil's Ministry of Finance, which licensed the largest new market of the decade.
Brazil legalised fixed-odds betting in 2018 but left the framework unwritten for five years. Law 14.790 of December 2023 supplied it, and a dedicated secretariat, the SPA, was created inside the Ministry of Finance to run the regime. Authorised operation began in 2025, making Brazil the largest market to move from an unlicensed to a licensed footing in recent years.
The Brazilian authorisation is unusual in covering both sports betting and online casino games under the single heading of fixed-odds betting, so an operator does not need separate licences for the two. Authorisations are granted for a five-year term against a substantial fixed fee, cover a limited number of brands each, and require a locally incorporated company with Brazilian shareholding.
Several Brazilian requirements have no close parallel elsewhere. Deposits must come from an account in the customer's own name, which is designed around the Pix instant payment system that dominates Brazilian consumer banking, and identity verification standards are tight by regional standards. Advertising rules and restrictions on who may be targeted have been among the most actively contested parts of the regime.
