Agenzia delle Dogane e dei Monopoli
The customs and monopolies agency, which awards Italian online gaming concessions by public tender rather than open licensing.

The authority created in 2024 to license Irish gambling for the first time under a single framework.
Ireland was for many years an anomaly in western Europe: betting was licensed through the revenue authority and taxed on turnover, while online casino games had no licensing framework at all and operated without specific Irish regulation. The Gambling Regulation Act 2024 replaced that with a single statutory regime and established a dedicated authority to run it.
The framework covers business-to-consumer betting and gaming, business-to-business supply, and charitable lotteries, with licensing phased in by category rather than all at once. Advertising is restricted, including a watershed for broadcast gambling advertising, and inducements such as free bets targeted at individual customers are curtailed.
The authority is also responsible for a national exclusion register and for a social impact fund financed by licensee contributions, which places Ireland closer to the Nordic model than to the lighter-touch arrangement it is replacing.
