How the market works

Gibraltar attracted the remote operations of British bookmakers in the late 1990s and 2000s and became, for a period, the centre of the European online betting industry. Its licensing policy has always been deliberately selective: a small number of established operators rather than an open register, with licences granted by the Licensing Authority on the advice of the Gambling Commissioner.

Licensees are expected to have real management and operations in Gibraltar rather than a registered address, which is why the licence list is short and changes slowly.

Gibraltar's commercial position changed twice: first when Britain moved to point-of-consumption licensing in 2014, so that a Gibraltar licence no longer sufficed for British customers, and again after the United Kingdom left the European Union. It remains a substantial employment centre for the industry.

Who regulates it

Gibraltar Licensing Authority (GLA), based in Gibraltar and operating under Gibraltar gambling legislation, as revised. A small jurisdiction that licensed much of the early British online betting industry and still hosts a large part of it.

What a gaming licence actually covers

A licence is not a badge of quality and it is not valid everywhere. What it authorises, who it binds, and why one company often holds a dozen.
