How the market works

Kenya has among the highest rates of sports betting participation in Africa, built on mobile phones and mobile money rather than cards. Licensing is handled by a board created under legislation that predates the online market by decades, and modernisation of the framework has been a long-running process.

Tax, not licensing, is the defining feature. Excise duty on stakes and withholding tax on winnings have been introduced, raised, withdrawn and reinstated within short periods, and operators have suspended or restructured their Kenyan businesses in response. Any assessment of the Kenyan market has to carry a date, because the position changes with each finance act.

Advertising has also been tightened, with approval requirements and restrictions on timing and content following public concern about the volume of betting promotion aimed at young people. Mobile money integration remains the practical barrier to entry: an operator without it cannot compete.

Who regulates it

Betting Control and Licensing Board (BCLB), based in Nairobi and operating under Betting, Lotteries and Gaming Act. The Kenyan board licensing one of Africa's most active mobile betting markets.

What a gaming licence actually covers

A licence is not a badge of quality and it is not valid everywhere. What it authorises, who it binds, and why one company often holds a dozen.
