How the market works

South Africa regulates on two levels: a national board that sets policy, publishes statistics and coordinates, and nine provincial boards that actually issue licences. An operator wanting national coverage deals with the provinces, each with its own application process, fees and conditions, rather than with the national body.

Online casino games are not lawful for South African residents and attempts to licence them have not been completed. Online sports betting, however, is lawful through provincially licensed bookmakers, and betting has grown to become the largest component of South African gambling turnover, driven almost entirely by mobile products and by in-play football and cricket markets.

The split structure is the main planning consideration: compliance work, advertising conditions and licence terms are repeated for each province, and the national statistics are the only source that presents the market as a whole.

Who regulates it

National Gambling Board (NGB), based in Pretoria and operating under National Gambling Act 2004. The national body overseeing nine provincial licensing boards, in a market where online casino remains unlawful.

What a gaming licence actually covers

A licence is not a badge of quality and it is not valid everywhere. What it authorises, who it binds, and why one company often holds a dozen.
