How the market works

Peru passed its online gaming and sports betting law in 2022 and issued the first authorisations in 2024, with supervision by the gaming directorate of the trade and tourism ministry, which already regulated the country's land-based casinos and slot halls.

Requirements include local incorporation or a registered branch, certification of the platform and games by an accredited laboratory, and hosting arrangements the regulator can inspect. A tax on net revenue applies alongside a separate consumption tax on the sector, the introduction of which changed the market's economics after the first authorisations were granted.

Peru matters in regional planning because it moved from unlicensed to licensed quickly and at a comparatively low cost of entry, which made it a common first licence for operators assembling a Latin American footprint before Brazil opened.

Who regulates it

Ministry of Foreign Trade and Tourism (MINCETUR), based in Lima and operating under Law 31557, as amended. The Peruvian ministry whose gaming directorate licensed online gambling from 2024.

What a gaming licence actually covers

A licence is not a badge of quality and it is not valid everywhere. What it authorises, who it binds, and why one company often holds a dozen.
