The Greek commission, which replaced a long transitional regime with seven-year licences in 2020.
Greece spent most of the 2010s in a transitional arrangement under which a group of operators was allowed to continue serving the market while permanent licensing was being settled. The permanent regime arrived with the 2019 amendments and the first licences in 2020, issued in two types: Type 1 for online betting and Type 2 for other online games, including casino and poker, each for seven years at a fixed fee.
The Greek rules are relatively prescriptive at product level, with limits on individual game features and a requirement that games be certified against the national technical specification. Advertising is permitted but controlled, and the commission maintains a register of what may be promoted.
As in several southern European markets, enforcement relies heavily on blocking: the commission publishes a blacklist and internet providers are required to act on it.
