What this authority does

New Jersey authorised internet gaming in 2013 and launched in November of that year, and for most of the following decade it was the largest regulated online casino market in the United States. The model ties online operation to Atlantic City: an online brand operates under the permit of a land-based casino licensee, which is why American online casino brands are usually paired with a named property.

The division is a law-enforcement body within the Department of Law and Public Safety rather than a standalone commission, and it works alongside the Casino Control Commission. Its technical standards set much of the template later copied by other states, particularly on geolocation: an operator must establish that the customer is physically within state lines at the time of play, to a specified degree of confidence, and must re-check periodically during a session.

New Jersey was also the plaintiff state in the case that ended the federal prohibition on sports wagering outside Nevada in 2018, which is why the subsequent spread of American sports betting is usually dated from a New Jersey lawsuit rather than from federal legislation.
