The Pennsylvania board, which runs one of the largest American online casino markets and its heaviest slot tax.
Pennsylvania authorised online casino, online poker and sports wagering in a single 2017 gambling expansion act, with online casino going live in July 2019. As in New Jersey, online operation runs through land-based licensees, which here hold an interactive gaming certificate and may contract with an operator to run the site.
The Pennsylvania tax structure is the detail most often cited in market comparisons: online slot revenue is taxed far more heavily than online table game revenue, at a rate well above anything in the European markets. That gap shapes how operators present the product mix and how much of the slot margin can be returned to players as bonuses.
The board publishes detailed monthly revenue figures split by operator and by product, and maintains separate self-exclusion lists for casino, online and video gaming terminal play.
