Agenzia delle Dogane e dei Monopoli
The customs and monopolies agency, which awards Italian online gaming concessions by public tender rather than open licensing.

The Romanian office, one of the few regulators that licenses affiliates as well as operators and suppliers.
Romania restructured its online framework in 2015, moving from a position in which operators served the market from foreign licences to a national regime with a published list of licensees and a blacklist of everyone else. Licences come in two classes: Class 1 for the operator taking the stake, Class 2 for the companies behind it.
The breadth of Class 2 is what makes Romania distinctive. It covers not only platform and game suppliers but also payment processors, affiliates and media agencies that promote gambling to Romanian customers. An affiliate operating without one is in breach, which is a rule structure very few other markets have adopted and which has made Romania a standard reference in affiliate compliance discussions.
Romanian licence and authorisation fees have been revised upwards several times, and the market has also seen repeated changes to advertising rules and to the treatment of land-based venues, so the regime is best treated as one that moves frequently rather than as a settled framework.
