The Danish Gambling Authority, which ran one of the earliest and most imitated European licensing regimes.
Denmark opened its licensed online market on 1 January 2012, making it one of the first European countries to licence online casino alongside betting rather than reserving casino games for a monopoly. The authority sits under the Ministry of Taxation, and the licence application process is administered in English as well as Danish.
Two Danish instruments are widely copied. ROFUS is the national self-exclusion register, which a customer can join permanently or for a set period, and which licensees must check before opening an account or accepting a stake. The authority's certification programme is the other: it sets out in detail what must be tested, by whom and how often, covering the random number generator, the game rules, the platform, the reporting interface and the information security management system.
Denmark also requires a licensee to display a label on its site showing that the licence is genuine, which addresses a practical problem common to every licensed market: customers generally cannot tell a licensed site from an unlicensed one by looking at it.
