The Portuguese regulator, part of the national tourism authority, licensing online gambling since 2015.
Portugal's online regime began in 2015 and sits within Turismo de Portugal, a reflection of the historical link between casinos and tourism concessions. Licences are granted per vertical for three-year terms and are renewable, and each one requires technical certification of the games and systems involved.
The structure of Portuguese gambling tax is the feature most often raised by operators: betting is taxed on the amount staked rather than on revenue, while casino games are taxed on revenue. A stake-based tax falls hardest on products with a high turnover and a thin margin, which changes the economics of low-margin betting markets considerably, and it has been a recurring subject of industry submissions.
The regulator publishes quarterly market data covering stakes, revenue and the number of registered accounts, which makes Portugal one of the more transparent markets for anyone trying to size a licensed sector from official figures rather than estimates.
