Agenzia delle Dogane e dei Monopoli
The customs and monopolies agency, which awards Italian online gaming concessions by public tender rather than open licensing.

The Finnish supervisor of a gambling monopoly that is being replaced by a licensing system.
Finland has run one of Europe's last gambling monopolies, under which a single state-owned operator holds the exclusive right to offer gambling, with supervision carried out by a unit of the National Police Board rather than by a dedicated gambling authority. Foreign online operators have nonetheless taken a substantial share of Finnish online play, which is the standard outcome where a monopoly meets an open internet.
Finland has legislated to end the monopoly for online casino and betting and to introduce licensing, with the first licences expected to be issued after an application round and the licensed market opening at the start of 2027. Lotteries, land-based slot machines and certain other products are intended to remain with the state operator.
Supervision is expected to move to a new licensing and supervision agency as part of the reform, so the current arrangement should be read as transitional.
